Environmental Compliance and Management Oversight Programs PE Group provided technical services and expert staff to manage the environmental compliance and oversight programs under the K-H Environmental Stewardship Services division (ESS). PE Group assisted in the development and implementation of the RCRA Program, TSCA Program, the Air Quality and other regulatory-driven programs and provided oversight and operational execution. National Environmental Policy Act (NEPA) and Ecology Acts PE Group provide technical services and administrative support to the ESS Division including program managers and support personnel, a technical editor, various building and property managers, and a quality integrator to meet the requirements of the NEPA Program and Ecological Management. PE Group provided ecological and biological specialists to manage ecological monitoring programs designed to ensure compliance with the Endangered Species Act, the Migratory Bird Treaty Act, and applicable federal and state wetlands regulations. Our personnel performed surveys related to relative abundance, featured species, migratory birds, waterfowl, raptors, big game, prairie dogs, and carnivores to monitor presence, status, and location of wildlife and vegetation. Surveys were conducted for construction projects, remediation projects, and sampling activities to identify impacts to animals, plants and habitats, identify existing or potential issues, and resolve problems, while assisting in finding pathways to maintain compliant operations. We prepared biological evaluations and assessments and assisted in consultations with regulatory agencies such as the USFWS, EPA and state agencies. Pollution Prevention Program Management Our P2 program was designed to ensure compliance with Pollution Prevention (P2) requirements in the Pollution Prevention Act. We incorporated pollution prevention concepts and principles into the daily operations at RFETS while focusing on reducing risks from highly toxic substances, promoting environmentally preferable purchasing, and addressing safe labeling. The program encouraged the consideration of environmental factors in the purchasing and use of products across the site. Waste Certification and Oversight Program Our Waste Certification and Oversight Program ensured compliance with the requirements of DOE Order 435.1 Radioactive Waste Management, and the waste acceptance requirements of the facilities receiving the radioactive wastes for storage, treatment and disposal. PE Group WCOs certified low-level radioactive, low-level mixed with RCRA or TSCA wastes, transuranic, and transuranic mixed wastes for shipment. We ensured documentation requirements for waste generation, characterization, shipment and certification were met and coordinated the Waste Non-Conformance Reporting Program. Lifecycle Chemical Program Management (EPCRA) PE Group managed a comprehensive program designed to meet the requirements of the Emergency Planning and Community Right-To-Know Act (EPCRA) and the Chemical Dispensary. Emergency Spill/ Environmental Release Services & Functional Work Center (FWC) Management We provided 24 hour continuous on-call coverage for RFETS-reported hazardous materials spills or releases to the environment. PE Group managed the Environmental Functional Work Center to ensure adequate coverage was available 24 hours a day, seven days a week and supported drills and FWC activation as necessary. Analytical Services Division (ASD) Technical Support PE Group provided a laboratory liaison who consulted with project personnel to assure all required information was obtained in an economic and practical manner, and explained complex laboratory information with project staff. The Liaison coordinated sampling and analysis activities, ensured data entry of analytical information, tracked and reviewed data, and assisted in the review and writing of all Sampling and Analysis Plans (SAPs) and Project Control Plans. The liaison worked with lab personnel to ensure adequate lab capacity to meet the needs of the projects and the work load. |
